系统用户管理为整个新闻发布系统提供了一个权限控制功能，可增加、删除系统管理员帐号，分配与修改一般操作员的权限，并拥有一般操作员的所有权限；一般操作员可根据用户组进行管理，各用户组拥有不同的权限，分别管理不同类别的信息。其工作流程为：用户登录通过权限判断，普通用户只能浏览、阅读和查询新闻，注册用户除了可以完成普通用户的操作外，还可以进入新闻管理模块进行新闻录入、修改和删除的操作。注册用户除系统管理员外只能对自己录入的新闻进行删改操作。
本系统采用ASP+ACCESS的开发模式，系统以数据库为核

牛顿－拉夫逊法潮流计算
基本步骤：
（1）形成节点导纳矩阵
（2）将各节点电压设初值U，
（3）将节点初值代入相关求式，求出修正方程式的常数项向量
（4）将节点电压初值代入求式，求出雅可比矩阵元素
（5）求解修正方程，求修正向量
（6）求取节点电压的新值
（7）检查是否收敛，如不收敛，则以各节点电压的新值作为初值自第3步重新开始进行狭义次迭代，否则转入下一步
